Yellowknife May 23, 2025 - In response to ongoing public discussion and growing interest in the modernization of the Public Service Act (PSA), we wish to jointly affirm our shared commitment to continuing our conversations on the remaining provisions of the PSA, in particular Section 41, which pertains to the structure of bargaining units.
Amidst recent commentary surrounding the Private Member’s Bill, we wish to reiterate that both the Government of the Northwest Territories (GNWT) and the UNW/PSAC remain fully committed to advancing thoughtful and effective legislative amendments. We believe that a collaborative approach, grounded in consultation, engagement, and mutual respect, will lead to robust and enduring legislation that will benefit all GNWT public servants.
It is crucial that members of the legislature and the public understand that while terms and conditions of work cannot be changed during bargaining periods, work on future legislative amendments can certainly proceed, provided there is mutual agreement to do so. The GNWT and the UNW/PSAC are aligned in our intention to continue this important work despite any timing challenges posed by the legislative or bargaining schedules.
Our ongoing discussions and recent communications with Members of the Legislative Assembly reflect this commitment. By issuing this joint statement, we want to make it clear to all GNWT employees, that we intend to continue work on this final aspect of PSA reform in a constructive and cooperative manner.
We are currently reviewing timelines for consultation and legislative development. As previously announced, the GNWT intends to introduce the amended PSA legislation in the October 2025 sitting. Completing that complex work was the GNWT’s first priority. As it nears its conclusion, we intend to move forward with the remaining piece found in section 41 and expect to be engaging with members and the public service by and during the fall.
We look forward to continuing our respective efforts to support the interests of the GNWT public service and will provide further updates as milestones are reached.
